The educational system for primary, secondary and out-of-school forms on the territory of the Municipality of Lom includes: six primary schools, two general secondary schools, a gymnasium, three professional gymnasiums, assistant school, home for children and centre for work with children.

Some of the good achievements and traditions in the municipal schools are preserved and developed on the basis of priorities, objectives and mission which are specific for each educational institution.
The municipal school network satisfies the necessities of the community educational system. The territorial localization of the schools allows each town/village to ensure the compulsory school education of children up to 16 years old. Presently, there is increase of the processes of innovations and modernization of the school base which ensures a possibility for quality education and usage of the possibilities of the modern informational technologies. Modern computer cabinets with internet access have been created in all schools of Lom.
The buildings are in good condition. Current and basic repair works are made annually; the priorities are steam installation, thermal and noise isolations (staged replacement of the woodwork and retrofitting of the building), lighting (projects for energy efficiency) and water and sewerage systems.
A positive practice is the presence of network for school health cabinets in all schools and medical specialists.
Free transport for all students is ensured in accordance with Art. 66, paragraph 1 and 2 of Decree №11/19.01.2005 of the Council of Ministers. It is good transport scheme that serves the schools in the different regions of the municipality.
The educational system is secured with high percentage of teachers with higher education that meet the requirements for the position Teacher or Educator.
The tendency for participation of the school in national and international projects and programmes gives an opportunity for additional finance. The schools, whose projects were approved, work and use the funds, extend their partnership and increase their capacity for work
The municipal schools for secondary education, Polytechnic Gymnasium Nayden Gerov, General Secondary School for Foreign Languages, Management and Art Dimitur Marinov, Secondary School Otets Paisii, Professional Gymnasium for Nutrition and Agriculture Dmitry Mendeleev, Professional Gymnasium for Production Technologies and Professional Gymnasium for Agriculture Danube Land, village of Kovachitsa prepare personnel who meets the constantly changing and increasing needs of the business. Annually, 450 students graduate from these schools.
There is a Children's home named 'Milosardie' (Charity) in the town Lom. Children live there in accordance with the Child Protection Act, Art. 25. The preparation of the documents and accommodation is done by the Child Protection Department depending on the address of the child. The main activity is the organization of the everyday life of the children and educational work, preparation for socialization, integration in the society and re-integration in the biological families, development of the individuals and stimulation of the art talent; spiritual, physical and social development, healthy way of life, mastering of the general regularities of the human knowledge; upbringing and raise of children in danger in close to family environment. The institution works in partnership with Labour Bureau – Lom for finding of professional realization of the graduates and Social Assistance Department, Child Protect department and Regional Police Department – Lom.
The municipal centre for work with children is serving link in the system of the state education and works for the implementation of the state policy for upbringing and development of children and students by out-of-school activities; it is a successor of the Pioneer Home – town of Lom, established in 1954 and transformed in serving ling in 1990 /Ordinance of the Council of Ministers 43/05.1990/. From the autumn of 2003, the Centre for Work with Children is named after one of the famous leaders of the National Revival from Lom – Krustio Pishurka. Despite the inappropriate building, the Centre for Work with Children makes effort for satisfying of children's interests and desires.
The only private school which functions on the territory of the municipality if Europe School. It is established in 1998. Hundreds of students have studied there: 6-years old children, students and adults. Under the management of high-qualified teachers, the students of the school yearly show high quality of knowledge and skills with their successful participation in the National Olympics for foreign languages and the exams for international certificates. Above hundred students have won first and second certificate of the University of Cambridge (United Kingdom) and certificate for English-level of the United Examination Board of the Great Britain. They have also won dozens of first places in the National Olympics for foreign languages.
All students of Europe School – Lom, who meet the requirement of the relevant language or computer level, receive Certificate of the European Centre for Education and Qualification.
